Updated October 2026
A single-truck drayage operation that meets UIIA requirements typically pays about $750 to $1,350 a month for its insurance program, or roughly $9,000 to $16,000 a year. On top of that, IANA charges motor carriers an annual UIIA participation fee of $409, or $359 for IANA members, effective January 1, 2026.
The UIIA, or Uniform Intermodal Interchange and Facilities Access Agreement, is the contract that lets truckers pick up containers and chassis at ports and rail ramps. You can't pull intermodal equipment without it, and you can't join without insurance that meets its specific requirements.
UIIA Insurance Requirements
IANA, the Intermodal Association of North America, administers the UIIA. Motor carriers must carry:
| Coverage | UIIA Requirement |
|---|---|
| Auto liability | $1,000,000 combined single limit, written as Any Auto, Scheduled and Hired, or All Owned and Hired |
| General liability | $1,000,000 per occurrence, with no self-insured portion |
| Trailer interchange | Set by each equipment provider, mostly $20,000–$25,000 (range about $15,000–$35,000) |
| Intermodal endorsement | UIIE-1, CA 23 17 or TE 23 17B on the auto policy |
| Additional insured | Equipment providers named as additional insureds |

Two common mistakes get carriers rejected. "Scheduled Only" and "All Owned" auto policies aren't accepted, because they don't cover hired equipment. And cargo coverage must be written as motor truck cargo, not as an in-transit policy. Your certificate must also show the insurer's NAIC number and AM Best rating.
UIIA Insurance Cost
| Cost Item | Typical Annual Cost |
|---|---|
| Full single-truck drayage program | $9,000–$16,000 |
| Trailer interchange ($20K–$30K limit) | $120–$2,000 |
| IANA UIIA participation fee | $359–$409 |
The drayage program range comes from a 2026 intermodal insurance guide published by AgencyHeight. Sources disagree widely on trailer interchange: FreightWaves puts it at $120 to $450 a year for an owner-operator, while AgencyHeight puts it at $800 to $2,000.
Port drayage costs more to insure than many local operations because of congested terminals, heavy containers, short-haul stop-and-go driving and the hired equipment exposure. Primary liability is still the largest share, as it is for any semi truck.
The Progressive UIIA Endorsement
Progressive is one of the best-known commercial truck insurers, so many drayage carriers ask about the Progressive UIIA endorsement. Here's how it works, based on Progressive's and IANA's published information:
- What Progressive requires. At least $1,000,000 in auto liability, at least $1,000,000 in hired auto coverage, and trailer interchange coverage.
- How it's filed. Your Progressive agent files proof of coverage with IANA on an ACORD 22 certificate.
- Who qualifies. Progressive says it offers UIIA coverage in select states and possibly to fleets of up to nine power units.
- Recent changes. According to IANA, since January 22, 2026, Progressive writes UIIA coverage on a limited basis. For each certificate, Progressive must confirm to IANA within 24 hours that the intermodal endorsement, hired auto and the additional insured endorsement are on the policy.
Neither Progressive nor IANA publishes a price for the endorsement itself. Ask your agent to quote your full program with and without UIIA so you can see what it adds. If Progressive doesn't write UIIA in your state, specialty drayage insurers do.
How To Get Approved In The UIIA Faster
- Tell your agent up front that you need UIIA coverage, so the policy is written with the right auto symbol and endorsements.
- Check which equipment providers you'll pull for and match their trailer interchange limits and deductibles.
- Pay the IANA fee and have your agent file the certificate at the same time.
- Make sure your general liability has no self-insured retention.
